The site is a spectacular section of the lower Neponset River in Milton and part of the historic Walter Baker Chocolate complex.

The project includes preservation of two historic mill buildings and their conversion into residential condominiums, construction of a new mixed-use building with commercial, residential, and non-profit use components, and preservation and development of extensive open space areas for the benefit of the public.

The mill buildings are on the National Register and located over tidelands necessitating a complex permitting process including Chapter 91 license, MA Historic Commission review, wetlands permitting, and a Special Permit from the Milton Planning Board. Also required were completion of a wildlife habitat assessment, vegetation management plan, and public access management plan.

Open space benefits include public access to over 900 feet of riverbank, construction of a viewing deck and footbridge, construction of an overlook park adjacent to a DCR bike path, granting of a conservation restriction over more than one acre of a wooded knoll, and installation of interpretive elements.
